PREAMBLE I. TERRORISM
Provision 1: Terror groups in the Middle East must disarm and join an army in the region where they operate! This applies to Hezbollah, ISIS & Taliban militants. They must join Lebanese, Syrian, Iran, or a regional ARMY of their choice to become legitimate organizations.
Provision 2: Terrorism only exist when armed militants are allowed to cross intra state boarders with the purpose of committing a Crime against humanity & capture Territories or Support activities to overthrow a legitimately elected Government regime by FORCE (sedition)!
Provision 3: Increase representation of minority groups in Governance – this is applicable to all Middle East States & Anatolia/Minor Asia states!
PREAMBLE II. SYRIA
Option 1: SYRIAN FEDERATION (encompassing a Kurdish, Syrian & Palestine territories) or Greater representation by its recognized Minority Groups – Kurds &, Palestine! Governance to be handled on a Rotation basis; thus, allowing for equal minorities representation in the Executive, Legislative & Judiciary Powers!
Option 2: Disintegrate the Country into 3 separate states – Kurdish, Palestine & Syrian states.
Reconstruction can begin at this point.

Launch an Interconnected Gas & Oil Pipeline project in the Middle East – from Qatar to Mongolia & from Pakistan to Turkey.
Ownership: All Middle East & EU states – 50% & NGO – Open Mind Society – 50% to NGOs of all Middle East States.
In other words, 50% of the revenue are allocated to Middle East & EU State needs/profit and 50% for Social Sector Growth – NGO operated Mosques; Churches; Hospitals; Schools; Funding; Sponsorship; Survival allowances & Infrastructure!
Funding required: 160-190 billion EU/USD; Total Return at least 14 trillion for 25 years & up to 60 trillion Euro/USD in a 50-years term.
Funded by a Middle East Bank for Reconstruction & Development in Sofia, BG (all EU & Middle East states) as part of BEXO.ORG's Program for Regional Development.
Purpose: Oil & Gas export to Middle East & EU states.
Guarded by EU and Middle East Special Forces.
