      This methodological masterpiece is to map out the necessity of all stages of US intervention in Venezuela Politics - a continuum ranging from military raid ‘Absolute Resolve’ or PUNITIVE stage; through operation ‘Democratic Engagement’ stage; to the third ‘System's Command and Control or ENHANCEMENT ’ stage. The Global landscape has changed the Regional Dynamics within which this US intervention in the Americas took place. Out of necessity to re-think Socio-economic strategies of all Great Powers and their involvement in military operations around the World, this intellectual framework, rests on a new reality which I call ‘ Lack of Credibility in Great Powers ’ (LCGP). This is an inflection point conducive to a new regional Dynamics, where all Global Powers are incapable to stretch their military in regions far away from home.

      In recent years LCGP was witnessed in Ukraine, where US decided not to stretch its military presence or involvement in order to support the Ukrainian war for independence with advanced weapon systems and air power presence that could have helped Zelenskyy win the War against Putin sooner. Most recently, LCGP was witnessed in Latin America, where Russia and China remained silent and intimidated by US military operation known as ‘ Absolute Resolve ’ or the ‘ raid against Maduro ’ in Venezuela. These two instances show a lack of DIRECT credible support for and involvement in Ukraine on behalf of US and lack of support for Maduro's Venezuela on behalf of Russia and China.

      The exception I would clearly like to state here is that both conflicts in Venezuela and Ukraine are to some extend interdependent and the steps US take in Venezuela impact the war in Ukraine. The US operation or raid in Venezuela aims at weakening BRICS presence in the Americas and loosening ‘ Putin's necktie ’ - a political agenda for Global illicit trade networks of shadow fleets that evade sanctions, in order to fund Russia's war machine in Ukraine. Putin's necktie politics is also conducive to violation of embargoes against BRICS countries most notably Venezuela for CARTEL drugs trafficking and Iran for oil trading that fall beyond the scope of US and EU embargoes and/or sanctions on Russia, Cuba and Iran.

      The particular situation in Venezuela, shows a debilitated Socio-economic system signalling a necessity for a Regime change due to failed macro-economic policies or spiralling inflation close to 1000% percent and to smuggling operations against International Law violating both embargoes on Venezuela and sanctions against Russia. These illegal operations on behalf of Maduro's regime come at a time of huge indebtness of Venezuela to Russia and China for infrastructure ports, military and other support or investments. High levels of debt and lack of Socio-economic discipline in Finance, Security and State-Building have triggered a strong internal opposition to Venezuela’s regime as an alternative to Maduro; thus, I look at US raid on Venezuela as a Socio-economic Favor extended by President TRUMP'S administration to all who live their lives in Venezuela & build their future in the country.

       President TRUMP'S Favor to the people of Venezuela illustrates not only the lack of credible military support for Maduro's regime from Russia and China but also lack of economic and security credibility of Maduro's regime for the future of Venezuela; thus, I look at this US military operation first and foremost as a retribution for Maduro's regime for violation of all cartels or drug-traffic embargoes against Venezuela as well as oil sanctions against Russia and/or Iran. This marks the first stage of US involvement in Venezuela or the ‘ PUNITIVE’ stage against Maduro's regime.

      This PUNITIVE stage or US military raid is also against Russia ’s interests and Maduro's support for Putin ’s war in Ukraine! It was initiated to weaken BRICS presence in the Caribbean. It is fair to admit that when Putin violated international norms in Ukraine it is expected that NATO will put some pressure on Putin ’s friends and my understanding is that US are raising the cost that Putin has to pay for his aggression in Ukraine. Maduro's trial may be used as an example of diminishing benefits for all Russia ’s friends in BRICS and even help the US administration reach a peace deal with Moscow in Ukraine and bring about Democracy back in Venezuela. It will be a mistake, however, if US exploits Venezuela's oil without a transition to democratic rule in the country as a transition to market economy will legally invite US investments in the country; thus, strengthening the economic ties & relations with the US. Any form of US Imperialism or Colonialism will meet with domestic disagreement and institutional failure both internationally in the UN and will probably face a domestic resentment in the USA.

       Evasion of NATO sanctions against Russia is a real threat and let me explain how these are often evaded with the help of BRICS or nor countries like Venezuela, Russia, Iran, Cuba, China, etc. in order to support Putin's efforts in Ukraine! The topology of this process of sanctions evasion evolves like this: Russia exports milk, vegetables, cup cakes or simply oil and gas, for example, to China and China pays for these not to Russia but to Iran with military or nuclear technology, while Iran exports drones to Russia for the amount of Russia's exports to China. As a result Russia pounds Ukraine with impunity. Another topological view of the embargo or sanctions evasion process follows like this: Venezuela exports milk or drugs (cocaine) may be oil, for example, to India and India pays for these drugs and oil to Russia in order for Russia to export weapons for the same amount to Venezuela & Cuba. There is no Global mechanism to track exports and imports from & to BRICS countries.

         Now please contemplate on this Embargo and Sanction evasion topological processes and let me know if they are legal and whether US operation ‘ Absolute RESOLVE’ is illegal. In my view, when US embargoes and EU sanctions have been dramatically and repeatedly violated then US and EU or NATO has the right to intervene and raid Venezuela, China, India, Cuba, Iran and even Türkiye and African countries in this network of states evasive of sanctions; thus, the second stage in the raid against Venezuela is to bring about a regime change as there cannot be economic benefits for US unless the country transitions to market economy. Only when Venezuela opens their market then US investments can be protected and economic benefits can legitimately follow for both US and Venezuela.

      In this second stage of Socio-economic transition to Democracy, One can expect military or militia resistance, however, it is also true that this raid against Maduro was to some extend coordinated with the opposition in the country. This suggests that there is a chance of a civil war unless all parties sit on a round table to discuss the future of the country and negotiate their Socio-economic relations with the US. With respect to the war in Ukraine with Russia, I think a regime change in Venezuela will be intimidating to Putin more than helping him as BRICS will be losing ground and support in the Americas. This is going to be the long term impact of this second stage of Democratic transition in Venezuela on Putin and all BRICS countries. If this transition remains peaceful, then, this will be a victory for both Global Peace and Democracy as well as the first lasting foreign victory for president Trump since his election last year.

      The third stage of this process against Maduro's regime in Venezuela is to tailor and enhance a Command and Control structure to execute and protect Foreign direct investments and US interest in Venezuela; thus, expanding Democracy and Regional trade in South America by helping other countries in the region to open their economies and improve their Socio-economic Standard for all peoples in the region, including Cuba! Obviously, I expect this stage to bring about Constitutional changes in Venezuela, and it is in the interest of Venezuela and USA for this change to happen peacefully. Otherwise, US troops and investments based in Venezuela will be under constant assault staged by guerilla Warfare; thus there will be no benefit to this occupation or will cost American and Venezuela lives - unacceptable strategy for ANY US or Foreign PRESIDENT (except for Putin).

      There are many great Socio-economic implications from this process for Venezuela that can bring about a positive result for Global Peace & Democracy. Due to the LCGP reality, however, there are risks that China may raid Taiwan which may spark a wider Global or Regional conflict in the Middle East where Israel may raid Iran or confront regional powers like Türkiye & Pakistan in defence for Palestine and/or regional PEACE in Syria. In other words the negative aspect of this three-stage process in Venezuela is that it may exacerbate regional conflicts and God forbids spark a Global War III. Thereforth, this engagement must remain Peacefully coordinated and internally assisted by Civil Society organisations within Venezuela.
